The North Africa Cultural Program (NACP) is a three-year program (2019-2022) launched by AFAC and funded by the Swiss Cooperation Office. The program is dedicated to the five countries of North Africa - namely Morocco, Algeria, Tunisia, Libya and Egypt - and comprises two support schemes, a National Fund and a Regional Fund. Together, the two funds aim to strengthen independent arts and culture entities (institutions, collectives, networks, spaces…), encourage regional collaborations, and focus on supporting distribution, circulation and dissemination of artistic works in all fields.

Through an open call scheme, this program provides up to three-year institutional and programmatic support to active arts and culture entities based in each of Morocco, Algeria, Tunisia, Libya and Egypt, as well as for transboundary projects that promote joint artistic collaborations, distribution, and the professionalization of arts and culture practices among those five countries and with the rest of the Arab and African regions.

Nationally, support is in the form of core and program funding to strengthen the structures of independent arts and culture entities and for their increased engagement and outreach, as well as the training and skill-building of young artists and emerging professionals.

Regionally, the program supports artistic projects that are created regionally; the distribution, dissemination and circulation of artistic works and productions to broad audiences; the documentation, archiving and sharing of data, knowledge, and contemporary practices in arts and culture; as well as exchanges on the development of frameworks for arts and culture education and cultural policies.

NACP is the fruit of an international bid put out by Swiss Cooperation Office which AFAC applied to and won in mid-2018. The program meets the aspirations of both AFAC and Swiss Cooperation Office. It responds to the 2017 recommendations made in AFAC’s Ten Years’ Study and focus group discussions, namely to reinforce AFAC’s presence in North Africa; to support distribution and circulation; and to provide more institutional support to arts and culture entities beyond the existing project support to institutions in other AFAC programs. It corresponds to Swiss Cooperation Office’s strategy to invest in culture and in its geographic area of focus, namely North Africa. This program is open to the diversity of cultural expression with no conditions attached in terms of themes or artistic practices.

This is the first time AFAC specifies a sub-region for an open call grants program which are usually open and accessible to all applicants across the Arab region. AFAC sees this as an opportunity to build a solid model for the strengthening of arts and culture entities as well as for distribution support. Our vision is to replicate such a model in the wider Arab region and to expand connections where they organically exist.

Grant schemes
The North Africa Cultural Program has one open call and only in 2019, under two grant schemes: The National Fund and the Regional Fund. Applicants can apply to both as per the guidelines detailed below under section: About the Grant.

Grants are directed towards local independent arts and culture entities (institutions, collectives, spaces, networks, social enterprises…) based in one of the five countries of Morocco, Algeria, Tunisia, Libya and Egypt. In the case of Libya, those can be operational outside Libya as long as the work is relevant to and benefits the Libyan arts and culture scene.

The grant scheme encourages active entities that have strong inclusive programming within and beyond central cities or those aiming for wider engagement and outreach programs, including those that provide access to youth, and marginalized groups. Alternative structures and emerging initiatives are also encouraged to apply.

The National Fund grant scheme provides funding support to independent small and medium arts and culture entities for:

1) Their main projects and programs, including but not limited to:

  • Residencies
  • Conferences and seminars
  • Research, documentation and publications
  • Digital platforms
  • Exhibition platforms
  • Events and festivals
  • Training
  • Capacity building for artistic and technical skills (artists, curators, promotors, technicians…)
  • Re-granting

2) Their institutional strengthening efforts in any aspect that, after three years, will result in enhanced internal capabilities, including but not limited to:

  • Strategic planning
  • Fundraising and donor relations
  • External communications (website, branding)
  • Audience engagement
  • Networking and partnerships
  • Restructuring (reorganizing the legal, operational, board and team set-up)
  • Learning and evaluation
  • Professional accompaniment such as consultancies and mentorship; internal capacity building; and equipment that are directly related to the institutional strengthening goals of the applicant.

3) Running and staff costs (rent, salaries, administrative expenses)

Applicants must include in their budgets fees for an annual audit for the duration of the grant.

About the Grant

The National Fund provides a total grant between $75.000 and $200.000 per grant, to begin in November 2019 and end by March 2022.
Applicants are encouraged to show other streams of funding. The jury of AFAC reserves the right to determine the amount of the grant and the relevant proposed expenses.
Proposed program activities and institutional strengthening components must be completed within the duration agreed to in the signed contract, during which grantees are expected to submit the necessary financial and narrative reports.
Each institutional applicant is entitled to one application under the North Africa cultural Program - National Fund.
Recipients of the National Fund grant cannot apply for other AFAC programs before the end of their current grant.

The overlap between the National Fund and the Regional Fund is as follows: Given that the deadline for the National Fund applications is August 1, and the announcement of grantees is expected by end October 2019, applicants who are applying to the National Fund may apply to the Regional Fund’s second deadline of November 1, whether as lead applicant or co-applicant. When evaluating the applications submitted for the Regional Fund, the jury will give priority to those applicants who do not have a grant under the National Fund, provided that their projects highly meet the evaluation criteria in terms of artistic quality, relevance, innovation, and feasibility, among others.

The overlap between NACP (National Fund and Regional Fund) and ACE – Arts and Culture Entrepreneurship program, is as follows: ACE and the National Fund both provide direct institutional support, albeit different in design and duration. Those who applied to ACE 2019 may apply to the National Fund or Regional Fund under NACP. However, if they are selected for ACE, their NACP National Fund application will be dropped, whereas their Regional Fund application will still be considered if submitted either by the first deadline of August 1, or by the second deadline of November 1, whether as lead applicant or co-applicant. In other words, ACE 2019 grantees are eligible to receive a grant under NACP Regional Fund but not the National Fund.

Eligible Candidates

The National Fund grant is open to receive applications from local independent arts and culture entities, including:

  • Organizations
  • Collectives
  • Exhibition platforms
  • Online platforms
  • Spaces (with programs having potential wide outreach and connectivity)
  • Networks
  • Social enterprises whose main field of work is arts and culture

For this particular program, applicants with an open grant in another AFAC program can apply.

Ineligible Candidates

AFAC will not consider applications submitted by:

  • Individual applicants
  • Organizations of less than two years in operation
  • Members of the Board of Trustees of AFAC, their business partners or family members
  • AFAC staff members, their business partners or family members
  • Members of the NACP readers and jurors’ committees

Duration

AFAC will not provide support retroactively. AFAC will cover the expenses that will occur only after the signature of the contract.
There is one open call and it is in 2019. The call opens 16 May 2019 and closes 1 August 2019.
The implementation time frame should not exceed March 2022.

How to Apply

Applications are only accepted through our online call for applications which is available on our website. Applications submitted via regular mail or e-mail will not be accepted.
The applicant will receive a confirmation email once the online application has been received. Applicants are advised to follow up on the full completion and delivery of requested material as AFAC will not contact applicants if any part of their application is incomplete.
Incomplete applications will not be taken into consideration.

Evaluation and Selection Process

Following the submission deadline, AFAC will conduct an eligibility check to ensure that applications are complete and adhere to the guidelines. Only applications that pass the eligibility check will be sent to an independent jurors’ committee which will assess and choose the entities to be granted.
An automatic email will be sent to applicants who were not selected to receive grants.
Announcements are expected in October 2019.
AFAC is not obliged to cover the total amount of the requested grant.

Grants Announcement

The grant winners will be announced and published on the AFAC website and Facebook page after the jury meetings conclude.

Grant Contracts

As soon as the grant winners are announced, AFAC will draft a grant contract to be signed by the grantees. The contract will include start and end dates, grant amount, budget breakdown, financial requirements, payment schedule, general provisions, implementation and amendments, required reports and expected results and outputs.
The grant will be disbursed in instalments. The number of instalments will be decided in accordance with the grant amount and the proposed plan.

REGIONAL FUND

Le programme culturel de l’Afrique du nord - PCAN (North Africa Cultural Program - NACP) est un programme d’une durée de trois ans (2019-2022) lancé par le Fonds Arabe pour les Arts et la Culture (Arab Fund for Arts and Culture - AFAC) et financé par la Bureau de coopération suisse  (Swiss Cooperation Office). Ce programme est destiné aux cinq pays d’Afrique du Nord, à savoir le Maroc, l’Algérie, la Tunisie, la Libye, et l’Égypte, et comprend deux programmes d’aide : un fonds national et un fonds régional. Ensemble, les deux fonds visent à renforcer les entités artistiques et culturelles indépendantes (institutions, collectifs, réseaux, espaces, entreprises sociales, etc.), à encourager les collaborations régionales et se consacrer à soutenir la distribution, la circulation et la diffusion des œuvres artistiques dans tous les domaines.

Par le biais d’un programme d’appel ouvert, ce programme offre un soutien institutionnel et programmatique d’une durée maximale de trois ans aux entités artistiques et culturelles actives établies au Maroc, en Algérie, en Tunisie, en Libye et en Égypte, ainsi qu’à des projets transfrontaliers favorisant des collaborations artistiques communes, la distribution et la professionnalisation des pratiques artistiques et culturelles entre ces cinq pays et avec le reste des régions arabes et africaines.

À l’échelle nationale, le soutien prend la forme de fonds de base et de programmes destinés à consolider les structures d’entités artistiques et culturelles indépendantes et à renforcer leur engagement et leur portée, ainsi que la formation et le développement des compétences de jeunes artistes et de professionnels émergents.

Au niveau régional, le programme soutient des projets artistiques créés au niveau régional ; la distribution, la diffusion et la circulation d’œuvres et de productions artistiques à un large public ; la documentation, l’archivage et le partage de données, de connaissances et de pratiques contemporaines dans le domaine des arts et de la culture ; ainsi que des échanges sur l’élaboration de cadres pour l’éducation artistique et culturelle et les politiques culturelles.

Le NACP est le fruit d’un appel d’offres international lancé par la Bureau de coopération suisse à laquelle l’AFAC a postulé et a été qualifiée à la mi-2018. Le programme répond aux aspirations de l’AFAC et de la Bureau de coopération suisse. Il répond aux recommandations formulées en 2017 dans le cadre de l’Étude de dix ans de l’AFAC et des discussions de groupe, visant notamment à renforcer la présence de l’AFAC en Afrique du Nord ; soutenir la distribution et la circulation ; et fournir un plus grand soutien institutionnel aux entités artistiques et culturelles au-delà du soutien de projet existant aux institutions dans d’autres programmes de l’AFAC. Cela correspond à la stratégie de la Bureau de coopération suisse d’investir dans la culture et dans sa zone géographique de prédilection, à savoir l’Afrique du Nord. Ce programme est ouvert à la diversité des expressions culturelles sans conditions de thèmes ou de pratiques artistiques.

C’est la première fois que l’AFAC définit une sous-région pour un programme de subventions à appel ouvert, qui sont généralement ouvertes et accessibles à tous les candidats de la région arabe. L’AFAC y voit une opportunité de construire un modèle solide pour le renforcement des entités artistiques et culturelles, ainsi que pour le soutien à la distribution. Notre vision est de reproduire un tel modèle à l’échelle de la région arabe et d’étendre les liens là où ils existent.

Régimes de subvention
Le Programme Culturel de l’Afrique du Nord lance un appel ouvert, seulement en 2019, dans le cadre de deux programmes de subventions : le Fonds national et le Fonds régional. Les candidats peuvent postuler à l’un ou l’autre, mais pas aux deux. Il appartient au candidat de décider sous quel régime sa proposition conviendrait le mieux.
Pour ce nouveau programme particulier, les institutions disposant de subventions ouvertes dans un autre programme de l’AFAC peuvent également postuler.


FONDS NATIONAL

Les subventions sont destinées à des entités artistiques et culturelles locales indépendantes (institutions, collectifs, espaces, réseaux, entreprises sociales, etc.) basées dans l’un des cinq pays suivants : Maroc, Algérie, Tunisie, Libye et Égypte. Dans le cas de la Libye, ceux-ci peuvent être opérationnels en dehors de la Libye tant que le travail est pertinent et profite à la scène artistique et culturelle libyenne.
Le programme de subventions encourage les entités actives qui ont une forte programmation inclusive dans et au-delà des villes centrales ou qui visent un programme plus vaste d’engagement et de sensibilisation, notamment celles offrant un accès aux jeunes et aux groupes marginalisés. Les structures alternatives et les initiatives émergentes sont également encouragées à postuler.
Le programme de subventions du Fonds national fournit un soutien financier à des entités artistiques et culturelles indépendantes de petites et moyennes dimensions pour :

1) Leurs principaux projets et programmes, notamment :

  • Résidences
  • Conférences et séminaires
  • Recherche, documentation et publications
  • Plateformes numériques
  • Plateformes d’exposition
  • Événements et festivals
  • Formation
  • Renforcement des capacités pour les compétences artistiques et techniques (artistes, conservateurs, promoteurs, techniciens, etc.)
  • L’octroi de subventions (re-granting)

2) Leurs efforts de renforcement institutionnel dans tous les domaines qui, après trois ans, se traduiront par un renforcement des capacités internes, notamment :

  • Planification stratégique
  • Collecte de fonds et relations avec les donateurs
  • Communications externes (site web, identité visuelle)
  • Engagement du public
  • Mise en réseau et partenariats
  • Restructuration (réorganisation de l’organisation juridique, opérationnelle, du conseil d’administration et de l’équipe)
  • Apprentissage et évaluation
  • Accompagnement professionnel tel que consultations et mentorat ; renforcement des capacités internes ; et équipements directement liés aux objectifs de renforcement des institutions du candidat.

3) Frais de fonctionnement et de personnel (loyer, salaires, frais administratifs)

Les candidats doivent inclure dans leur budget des honoraires pour un audit annuel pour la durée de la subvention.

À propos de la subvention

Le Fonds national fournit une subvention totale comprise entre US$75 000 et 200 000 par subvention, qui débutera en novembre 2019 et se terminera en mars 2022.
Les candidats sont encouragés à présenter d’autres sources de financement. Le jury de l’AFAC se réserve le droit de déterminer le montant de la subvention et les frais proposés correspondants.
Les activités de programme proposées et les composantes de renforcement des institutions doivent être complétées dans les délais convenus conformément au contrat signé, et au cours duquel les bénéficiaires des subventions doivent soumettre les rapports financiers et narratifs nécessaires.
Chaque candidat institutionnel a droit à une candidature dans le cadre du NACP - Fonds national.
Les bénéficiaires de la subvention du Fonds national ne peuvent pas postuler à d’autres programmes de l’AFAC avant la fin de leur subvention actuelle.

Le chevauchement entre le Fonds national et le Fonds régional est le suivant : Vu que le date limite de soumission des dossiers de candidatures au Fonds national est le 1er août et que l’annonce des bénéficiaires est prévue pour fin octobre 2019, les candidats qui présentent une demande au Fonds national peuvent présenter une demande au deuxième délai du Fonds régional du 1er novembre, qu'il s'agisse du candidat principal ou du collaborateur. Lors de l'évaluation des candidatures au Fonds régional, le jury accordera la priorité aux candidats ne bénéficiant pas d'une subvention du Fonds national, à condition que leurs projets répondent parfaitement aux critères d'évaluation notamment en termes de qualité artistique, de pertinence, d'innovation et de faisabilité.

Le chevauchement entre le NACP (Fonds national et Fonds régional) et ACE - le programme d’entreprenariat dans les arts et la culture est le suivant : ACE et le Fonds national fournissent tous deux un soutien institutionnel direct, quoique différents dans la conception et la durée. Ceux qui ont postulé à ACE 2019 peuvent postuler auprès du Fonds national ou du Fonds régional dans le cadre du NACP. Toutefois, s’ils sont sélectionnés pour le programme ACE, leur candidature au Fonds national sera abandonnée, alors que leur candidature au Fonds régional sera toujours examinée si elle est soumise au plus tard le 1er août, ou avant le second délai du 1er novembre qu’il s'agisse du candidat principal ou du collaborateur. En d'autres termes, les bénéficiaires d’ACE 2019 sont éligibles pour recevoir une subvention du NACP Fonds régional, mais pas du Fonds national.

Candidats éligibles

La subvention du Fonds national est ouverte pour recevoir des candidatures d’entités artistiques et culturelles indépendantes locales :

  • Organisations
  • Collectifs
  • Plateformes d’exposition
  • Plateformes en ligne
  • Espaces (avec des programmes ayant une portée et une connectivité étendue potentielles)
  • Réseaux
  • Entreprises sociales dont le domaine de travail principal est les arts et la culture

Candidats non éligibles

L’AFAC ne tiendra pas compte des demandes soumises par :

  • Candidats individuels
  • Organisations de moins de deux ans en activité
  • Membres du conseil d’administration de l’AFAC, leurs partenaires commerciaux ou les membres de leur famille
  • Membres du personnel de l’AFAC, leurs partenaires commerciaux ou les membres de leur famille
  • Membres des comités de lecteurs et du jury du NACP

Durée

L’AFAC ne fournira pas d’assistance de manière rétroactive. L’AFAC couvrira les dépenses qui ne surviendront qu’après la signature du contrat.
Il y a un seul appel ouvert et il a lieu en 2019. L’appel sera ouvert le 16 mai 2019 et se terminera le 1er août 2019.
Le délai de mise en œuvre ne devrait pas dépasser le mois de mars 2022.

Comment présenter une demande

Les candidatures sont uniquement acceptées par le biais de notre appel à candidatures en ligne, qui est disponible sur notre site Web. Les demandes soumises par courrier postal ou par courrier électronique ne seront pas acceptées.
Le candidat recevra un courrier électronique de confirmation une fois la demande en ligne reçue. Il est conseillé aux candidats de vérifier que les documents demandés sont entièrement complétés et livrés, car l’AFAC ne contactera pas les candidats si leur candidature est incomplète.
Les demandes incomplètes ne seront pas prises en considération.

Processus d’évaluation et de sélection

Après la date limite de soumission, l’AFAC procédera à une vérification d’éligibilité pour s’assurer que les demandes sont complètes et conformes aux directives. Seules les candidatures ayant réussi le contrôle d’éligibilité seront envoyées à un comité de jurés indépendant qui évaluera et choisira les entités à subventionner.
Un courrier électronique automatique sera envoyé aux candidats qui n’ont pas été sélectionnés.
Les résultats sont prévus pour octobre 2019.
L’AFAC n’est pas obligée de couvrir le montant total de la subvention demandée.

Annonce de subvention

Les lauréats des subventions seront annoncés et publiés sur le site Web de l’AFAC et sur la page Facebook à l’issue des réunions du comité de jurés.

Contrats de subvention

Dès que les gagnants seront annoncés, l’AFAC rédigera un contrat de subvention qui devra être signé par les bénéficiaires. Le contrat comprendra les dates de début et de fin, le montant de la subvention, la répartition budgétaire, les exigences financières, le calendrier des paiements, les dispositions générales, la mise en œuvre et les modifications, les rapports requis ainsi que les résultats attendus.
La subvention sera réglée par versements. Le nombre de versements sera décidé en fonction du montant de la subvention et du plan proposé.
