Chiraz Latiri is a professor and researcher in computer science at the University of Manouba, specializing in information systems and data mining. She earned her PhD in 2004 and two habilitations (HDR) in 2013 from the University of Lorraine in France and the University of Manouba in Tunisia. She was the director of the Higher Institute of Multimedia Arts of Manouba from 2006 to 2011, where she modernized academic programs in cinema, audiovisual, transmedia, virtual reality and video games. From 2017 to 2019, she led the National Center of Cinema and Image (CNCI), launching international initiatives such as SENTOO and The Arab Film Platform, as well as major cultural events and funding mechanisms for film development. In 2020, she was appointed cultural affairs minister in Tunisia, where she established the Tunisia Cultural Recovery Fund in response to COVID-19. She is an active researcher affiliated with LIPAH in Tunis and LORIA in France, and has released numerous scientific publications. She is also engaged in civil society as a board member of AMAVI and founder of the 2023 TACIR program, promoting creativity and social inclusion among youth in underserved regions of Tunisia. In 2025, she founded the pan-African program Ateliers Sud-Sud: Ici et Ailleurs, dedicated to fostering co-creation, mobility and collaboration across African cultural and creative industries. Chiraz has received several national and international honors, including the National Prize for Letters and Arts (2019), the French Order of Arts and Letters (2018), and the Tunisian National Order of Merit (2009).
